CA 5- 4/17/2026: New Coordination Protocol & Key Actions for Blood Program

To ensure the mission-critical delivery of blood products remains seamless during holiday periods, we are updating our coordination protocols. Effective immediately, blood program POCs must follow the communication chain outlined below to prevent delivery disruptions.

**New Coordination Protocol**
To streamline operations and ensure accuracy, do not coordinate delivery changes directly with USAMMC-E Transportation Division.  All inquiries, schedule verifications, and holiday planning must be routed through USAMMC-E Customer Support Division (CSD). This ensures that all schedule adjustments are documented and communicated across all relevant channels simultaneously.

**Key Actions for Blood Program**
Holiday Verification: Prior to any American, German Public Holiday or scheduled Training Holiday, contact USAMMC-E Customer Support Division E-mail Distro, usarmy.rheinland-pfalz.amlc.list.usammce-csd1@army.mil to confirm that your expected assets are available and that delivery windows remain open.

Schedule Changes: If your facility’s ability to receive assets changes, notify Customer Support Division (CSD) immediately. We will manage the necessary adjustments with Transportation on your behalf.

CA 4- 12/15/2025: REQUIREMENTS FOR CONDUCTING A UNIT PICK-UP

USAMMC-E has established a procedure outlining the requirements for units conducting a “Unit Pick-Up” of medical materiel from the U.S. Army Medical Materiel Center–Europe (USAMMC-E) to include the pick-up of controlled substances. This policy has been added to the Customer Handbook and clearly defines the requirements and responsibilities for customer units. Units not following this procedure and adhering to the requirements will not be allowed to conduct unit pick-up nor take possession of controlled substances at USAMMC-E. CA 3- 8/27/2025: LogiCole SAP (Formerly known as DML-ES-SAP or TEWLS) Year End 2025 Processing Key Dates
 
This advisory is to notify all customers that the LogiCole SAP (Formerly known as DML-ES-SAP or Theater Enterprise-Wide Logistics System) will undergo FY 2025 Year-End Processing from 23 September 2025 through 3 October 2025.

To allow for appropriate financial transaction processing, submission deadlines to USAMMC-E are as follows:
a. 15 September 2025 - New Item Request
b. 15 September 2025 – Credit Turn-Ins
c. 23 September 2025- Materiel Requisitions
 
Any orders after 23 September 2025 will be for high-priority requisitions only-PD02 (Urgent/Emergent) and PD03 (life and Death), please contact USAMMC-E Customer Support Division, mailto:usarmy.rheinland-pfalz.amlc.list.usammce-csd1@army.mil directly.  Please review your internal financial system to ensure obligations are processed properly. 
CA 2- 7/21/2025: Influenza Vaccine Ordering Information
 
This advisory is to notify/remind all customers that orders for the 2025/2026 Influenza vaccine are now being accepted.
Customer orders are appreciated early, but must be submitted no later than August 15, 2025, through regular supply ordering channels and with a funded requisition.

All orders will undergo validation against the approved AFRICOM/EUCOM influenza forecast for the 2025-2026 season.
While awaiting vaccine arrival at USAMMCE, orders will be placed on hold and may be substituted with alternative vaccines from the originally forecasted product based on availability and age categories.

The requirements for the upcoming 2025-2026 Influenza season have already been committed under a larger DoD contract, based on the figures provided by the Customer POCs in October 2024.
 
Once specific orders are committed, any reductions will not be possible, and financial responsibility will be based on the original projected quantity.

NOTE: US Navy Influenza Vaccine Ordering and Distribution.
  1. Operational Forces Support Division (OFSD), Naval Medical Readiness Logistics Command Detachment (NMRLC-Det), Fort Detrick is responsible for ordering and distributing influenza vaccine for all Navy and Marine Corps activities.  Additional quantities required must be coordinated with the Vaccine Information and Logistics System (VIALS) helpdesk at: usn.detrick.nmrlc-detftdmd.list.vialhelp(at)health.mil.
  2. VIALS is the online requisition system for seasonal influenza vaccine. VIALS tracks requisitioned vaccine electronically via Military Standard Requisitioning and Issuing Procedure (MILSTRIP) from requisition to receipt.  The VIALS Web site is common access card enabled and can be found at https://gov_only.med.ds.osd.mil/int_code03/vials/.

CA 1- 6/11/2024: Customer Manual Update of the TLAMM Catalog
This advisory is to remind DMLSS customers that the DMLSS catalog updates from TEWLS are not automated and require manual action to sync with the TLAMM catalog. This manual update must be consistently performed to avoid ordering outdated items that are no longer sourced/cataloged. Below is the data flow associated with the catalog updates.
 
  1. The TLAMM Catalog file (TEWLS_IM-TLAMM-YYYYMMDD.TXT) file from TEWLS is passed to JMAR daily.
  2. CDMIA pulls/downloads the file from JMAR server
  3. This file is passed to CDMIA ‘as-is’
  4. At DLA CDMIA passes the file to MMC
  5. DMLSS Sites connect to the MMC during End-of Day Processing which pulls down updates to the TLAMM catalog data.
  6. DMLSS sites must then manually update their MTF/local catalogs remove/replace items they use that have been discontinued/deleted/replaced in the TLAMM catalog to reflect the most current product availability
